Because this is a new app without a code-signing certificate yet, Chrome may say "file isn't commonly downloaded" and Windows SmartScreen may say "Windows protected your PC". The file is safe.

Chrome: Click the arrow next to the file → Keep → Keep anyway

SmartScreen: Click More info → Run anyway
